COSH Training - Construction Occupational Safety and Health
COSH Training Overview

COSH Training is one of the 40-hour mandatory training for all safety officers in the construction industry. As required by the Occupational Safety and Health Standards and DOLE Department Order 13, a sufficient number of trained safety officers must be employed by all construction companies. The required number of safety officers depends on the number of workers for every shift.
The lectures and discussions featured Occupational Safety and Health programming, policies, and guidelines and their implementation and reinforcement; the importance of safety and health, safety in construction site premises, excavation, and demolition; roles of safety officers, toolbox meetings, job hazard analysis, accident investigation, and OSH legislation; Employees Compensation Program; and Emergency Preparedness.
The objective of COSH Training is to protect every workingman against the danger of injury, sickness, or death through safe and healthy working conditions. The standards apply to the construction industry which is covered under other standards.

COSH Training FAQs
What does the Construction Safety and Health Program state?
This is the summary of Section 5 of D.O. No. 13 Series of 1998.
- A Construction Safety and Health Program must be in accordance with DOLE orders and issuances, and the Construction Project Manager is responsible for compliance.
- The Program should state the composition of the Construction Safety and Health Committee, safety policies, penalties for violations, training orientations/instructions, and disposal of waste.
- The Program should be submitted to BWC for approval/disapproval/modification according to existing laws.
- The cost of implementing the Program should be integrated into the project’s construction cost as a separate pay item.
How many Safety Officers are required?
Under the Philippines Occupational Safety and Health Standard, the number of safety officers required for the construction industry depends on the number of workers employed in the project site. For a project with 1-50 workers, at least one accredited safety officer is required. For projects with 51-200 workers, at least two accredited safety officers are required.

The safety officer(s) must have completed a training course on construction safety prescribed by the Department of Labor and Employment and possess a valid certificate of accreditation. The safety officers’ main role is to ensure that the workers’ health, safety, and welfare are protected, and all safety measures are strictly implemented on the construction site.
